The following information is summarized from the records of city, county and state police agencies.

Jail Bookings

The following people were recently booked at the Fulton County Jail:

• Sarah E. Culp, 40, Kokomo, was taken into custody Friday on a warrant charging her with failure to appear in court on an original charge of possession of paraphernalia. She was picked up at the Howard County Jail and held on a $100 cash bond. 

• Christina M. Tolle, 40, 529 1/2 E. 11th St., Rochester, was arrested Friday on preliminary charges of disorderly conduct and public intoxication. She was taken into custody by Rochester city police following a physical altercation and later released on her own recognizance. 

• Willamina D. Thomas, 44, homeless, was arrested Sunday on preliminary charges of driving while intoxicated, battery against a public safety official and disorderly conduct. She was taken into custody by Rochester city police at 1008 Fulton Ave. following a report of criminal mischief and held without bond. Police records indicate that she bashed her head against a cage in the police vehicle, resulting in a cut to her head.  

Police Incidents

Sobriety concern
• At 6:36 a.m. Friday, police received a report that a man was possibly unconscious in the passenger seat of a vehicle at Monticello Road and Fulton Avenue. Field sobriety tests were subsequently conducted, and despite a portable breath test detecting no alcohol, it was determined the man was under the influence and could not drive. Someone arrived to give him a ride to his father's house. 

Property damage
• At 8:04 a.m. Friday, police received a report that a work truck owned by Wilson Fertilizer & Grain, 408 E. Ninth St., was hit by a vehicle overnight. Additionally, a stop sign at Eighth and Franklin streets was hit and found lying in the parking lot of Heartland Church. The suspect vehicle was described as a dark colored SUV.

Civil issue
At 11:07 a.m. Friday, police received a complaint that the owner of Rochester Motel, 2147 Southway 31, was turning utilities off for someone, despite them reportedly having paid their rent. The owner later reported that someone previously issued a no trespassing warning was hiding in one of the rooms. The matter was determined to be civil in nature, with information provided to contact the health department about living conditions. 

Suspicious
• At 2:47 p.m. Friday, police received a report about a man yelling outside a residence in the 1200 block of Franklin Street. A caller advised it is a daily occurrence. An officer stayed in the area after being unable to get someone to come to the door of the home. 

Wreck
• At 3:15 p.m. Friday, police received a report of a single-vehicle wreck near 7862 E. 775 North. The driver was identified as Brian Fearnow, 51, of Plymouth, with the crash resulting in damage to a utility pole and guide wire.

Domestic battery
• At 3:09 a.m. Saturday, police received a report that a woman was in a disabled vehicle at State Road 17 and County Road 200 North near Bruce Lake. She had reportedly been attempting to flee from a man that assaulted her. That suspect was later taken into custody and transported to Starke County, and the woman was provided courtesy transport.

Harassment
• At 11:17 a.m. Saturday, police received a report that a man was revving the engine of a vehicle intentionally in the 1000 block of Franklin Street. 

Cited
• At 3:12 p.m. Saturday, a driver was cited with speeding 90 mph in a 60 mph zone at U.S. 31 and County Road 50 North.
• At 3:29 p.m. Saturday, a driver was cited with speeding 91 mph in a 60 mph zone and issued a warning for following too closely during a traffic stop at U.S. 31 and Wabash Avenue. 
• At 4:40 p.m. Saturday, police cited someone with driving when never licensed, possession of marijuana and speeding during a traffic stop at U.S. 31 and County Road 50 North. They were released from the scene after being issued a court summons. 

Battery report
• At 4:29 p.m. Saturday, police received a report that a woman was battered by a man at a residence in the 1200 block of Lakeshore Drive. The man later denied the allegations, and a homeowner was to provide an additional statement.
