Velasquez-Parra arrested by Police Chief for driving without a license

Plymouth’s Police Chief John Weir was on patrol Tuesday morning at 10:39 when he saw a vehicle turn in between two large “Do Not Enter” signs near Michigan and Jefferson Streets.   

He initiated a traffic stop on the vehicle and found that the driver had never possessed a driver's license. 

39-year-old Rafael Eduardo Velasquez-Parra of East Jefferson Street was taken into custody and transported to the Marshall County Jail.  He was booked in for operator never licensed at 11:21 Tuesday morning and released at 2:30 in the afternoon after posting his cash bond.    

Readers are reminded that charging information supported by an affidavit of probable cause is a mere allegation that a crime has been committed and that there is only probable cause to believe a crime has been committed. They are presumed innocent throughout the proceedings, entitled to be represented by counsel, and entitled to a trial by jury at which the State is obligated to provide proof beyond a reasonable doubt before a judgment of guilt may be made.
